how to append root element to the xml file

I have the following xml file and i want to append the <root> as root element and </root> as last element using the c# code.<paragraph>The car <carVersion>Maruti Suzuki Omni 5 STR BS-IV</carVersion>

The rear seats are <positive>best</positive> called as benches. The rear suspension is only leaf spring suspension which is normally used only in vans transporting goods! Don&apos;t forget there is <negative>no</negative> A/C</paragraph><paragraph>Other than commercial uses, if you want to use it for personal uses, go for it if you - want to transport 6+ people frequently, and do <negative>not</negative> have the money and parking space for a <carModelName>Toyota Innova</carModelName>!</paragraph><paragraph>If you have only maximum 4 people on most of the trips, <negative>don&apos;t</negative> even think of it!</paragraph><paragraph>I recently purchased a second hand <carCompany>maruti</carCompany> 8 seater LPG from pre-owned car dealer (ABT <carCompany>Maruti</carCompany> Madurai).    The vehicle <positive>performance</positive> is <positive>good</positive>.   </paragraph><paragraph>I am <negative>not</negative> so <positive>good</positive> in driving.   Particularly in town congessions where people <negative>don&apos;t</negative> have traffic sense, I feel this vehicle makes me to judge the road <positive>well</positive> since it has <negative>no</negative> bannet.</paragraph><paragraph>No one can be pretty sure of safety in this mad driving culture of our people.  Intentional cuttings, interference, and bumps in the roads are very crucial in safety rather than our vehicle is having the so called crumble zone or <negative>not</negative>.</paragraph><paragraph>Hence people having town commutations and like to drive with family and friends can go safey on this vehicle

This is the car of <negative>old</negative> india where idea of human transport is pack them a box like herds and find the cheapest vehicle to transport. I am sure this vehicle will <negative>fail</negative> miserably in all safety tests in any civilized developed democratic country. I dont know what our babu&apos;s of ministry of transport doing about this. This vehicle is the sole reason of accidents causings youngs childerns death while transport to school. I am surpised even in 2011 this car allowed to trasport school kids. This is the most unsafe car in India. I see 10-20 kids are transported like herds in this car including 2/3 little one in the front seat. I strongly recomend discontinuation of passenger model of this vehicle in India. It is a shame. Buy it only if you want to transport human lives as herds. <carCompany>Maruti Suzuki</carCompany> pls.. stop production of passenger vehicle version of this car. Please put human lives above profit calculation.</paragraph>
